Preference, analytics, and marketing storage must not be set before valid consent where consent is required. Rejecting optional storage must be as easy as accepting it.

Server logs are different
A hosting provider may create server logs when a page is requested. Those records are not necessarily cookies because they can be created without storing an identifier in the browser. The privacy notice explains how request logs are used and retained.
